Cecilia is honored to be serving on the Fishers City Council since 2014, when Fishers became a city.   

Cecilia holds a J.D. from Indiana University Robert H. McKinney School of Law in Indianapolis and she is a member of the Indiana Bar.  She received her B.A.  in Psychology from the University of Arizona.  After law school, Cecilia worked as a Government Relations Representative for Bank One Consumer Lending Group.  

Cecilia has been married  to her husband, Mike, for 25 years.  They have two teenage daughters: Alexa (18) and Crysta (16), who has autism and special needs.

In addition to her city council work, Cecilia currently serves the following organizations:

  • Vice President, Hamilton County Federation of Republican Women

Cecilia believes in learning to serve and serving to learn.  She has dedicated many years of volunteer hours to our community assisting various non-profits, including:

  • Former Member, Junior League of Indianapolis

  • Former Co-Coordinator, Talk About Curing Autism (TACA) - Indiana Chapter

Fiscal Responsibility

Cecilia presently serves on the City Council's Finance and Non-Profit Committees. She remains committed to ensuring that the City of Fishers be fiscally responsible,  while continuing to provide exceptional municipal services in a taxpayer-friendly environment.

Focal Points for the City of Fishers Include:

  • Fishers is the only Indiana city to earn Standard and Poor's AAA credit rating. 

  • The City of Fishers has received the Government Finance Officers' Association "Distinguished Budget Award" for the past eleven years.

Public Safety

Cecilia is committed to  maintaining the City of Fishers as one of the safest  communities in Indiana and the United States.  As the daughter of a retired FBI Special Agent, she is a strong supporter of our police officers and firefighters, whom risk their lives for our community on a daily basis.  

Cecilia is a founding member of the 50 Club of Fishers, which provides supplemental life insurance and disability benefits to the City of Fishers firefighters and police officers who are injured or pass away in the line of duty while serving our community.

Focal Points for the City of Fishers Include:

  • The City of Fishers continues to be ranked as one of the safest cities in America and in the State of Indiana year after year.

  • The new Fishers Police Department Headquarters opened in 2018.

  • Two new Fishers Fire Stations & Headquarters will be finished in 2020.

Vibrancy of Community

Cecilia is a leader in expanding the vibrancy of arts and culture throughout the City of Fishers, providing more opportunities to highlight the rich diversity of Fishers and provide artists the ability to create and showcase their talents in smart, vibrant and entrepreneurial ways.

Cecilia was recently appointed to the Fishers Arts & Culture Commission, which works with the City of Fishers Department of Planning and Zoning to engage and promote all forms of performing  & visual art in Fishers.

Focal Points for the City of Fishers:

  • In December 2018,  the City of Fishers' Nickel Plate District was designated as a Statewide Cultural District by the Indiana Arts Commission.

  • The City of Fishers was recognized as the Emerging Arts Champion of the Year by Nickel Plate Arts in September 2018.

Smart, Sustainable Economic Growth & Infrastructure

Cecilia will continue to support smart, sustainable economic growth in Fishers and the creation of amenities that will establish a strong sense of place in which to live, work and play.

The City of Fishers has become a leader of innovation and technology and has  established a stronger sense of place; from being a bedroom community to a smart, vibrant and entrepreneurial city.

Cecilia served as Co-Chair of the Parks & Open Space Task Force for the development of the 2040 Parks Master Plan and the City of Fishers Comprehensive Plan.

Focal Points for the City of Fishers:

  • Launch Fishers - A co-working space to support entrepreneurs and start-up businesses.

  • The Indiana  IoT Lab Fishers - A collaborative environment for the pioneers and innovators of the Internet of Things (IoT) technology to come together to collaborate for innovative future technology.

  • Hub & Spoke - A one-of-a-kind makerspace design center to boost trade entrepreneurship.

  • The Yard - A unique dining area which includes retail, hotel and upscale living.

  • Nickel Plate Trail  - A 9 mile trail that will increase connectivity for walking, running and biking for the enjoyment of visitors and residents of our community.

  • 70-Acre Geist Waterpark - A passive water park to provide amenities such as paddle boarding, kayaking, swimming, and picnic areas for our community.

Advancing the Quality of Life for All Citizens

Cecilia will  continue to advance the quality of life for all citizens in Fishers, including those with physical and intellectual disabilities.

For the last five years, Cecilia has been actively involved as the Co-Chair of the Fishers Advisory Committee on Disability.  The Committee's highlights include:

  • Establishing a City of Fishers Special Needs Data System - A voluntary registry for residents with special needs which assists firefighters and police officers in emergency situations.

  • Forming the Fishers Disability Inclusion Business Networking Group - The purpose is  to connect employers and providers in order to expand employment opportunities for individuals with physical and intellectual disabilities.

  • Planning the City of Fishers March Disability Awareness Month  - A campaign to educate the community about what life is like for those with physical and intellectual disabilities by providing opportunities to bring awareness of inclusion, accommodations, employment, and celebration of the talents and contributions to the community.

  • Partnering with HAND and the Hamilton County Home Repair Partnership -  It provides help for those with special needs with accessibility and home modifications.

  • Assisting the Kiwanis Clubs of Geist and Fishers to start an Aktion Club of Fishers - It is a service club for adults with disabilities.

  • Installing the first wheelchair swing in Holland Park - A needed amenity for those with disabilities and the community to enjoy.

Other Focal Points for the City of Fishers:

  • The City of Fishers received the 2017 Champions of Inclusion Award by the Indiana Governor's Council on Disabilities.

  • AARP Indiana recognized Fishers in 2018 as the first city to join AARP's network of age-friendly communities, an affiliate of the WHO global network of age friendly cities and communities.

Community Comment at the monthly City Council meetings - Citizens can share their thoughts, ideas and concerns with the city council members at the end of each meeting.

Town Hall Meetings - Meetings are held throughout the year to share community updates, listen to concerns, answer questions from constituents, and provides opportunities to meet City  of Fishers  staff.

Meet Your City Council at the Fishers Farmers' Market - Council members  have a booth at the Fishers Farmers' Market to  connect with our constituents and community.

Council Connect - A new opportunity for the City Councilors to connect with HOA Boards, and constituents  to discuss city/neighborhood partnerships & vibrancy throughtout the six districts.
